Since you did not indicate who your ISP is, it isn't possible to investigate
any further... however, perhaps your ISP is dishing out very short leases
(or whatever PPPoE calls the attachment) specifically to discourage people
running servers (are you 'allowed' to run servers on your ISP?)
I suggest you call your ISP and complain that this is happening and ask if
they can change whatever is causing this because it surely is their issue.
