I have a domain with about 1000 users and all users are
local admins on their pc. All users are in domain users
group. Can users be power users instead of local admins
and still receive sotware updates,pushes, sms, virus
updates, etc... being a power user.

Power user is recommended over local "administrators"
group and should be enough permissions to do what is
needed. There are alternate methods of installing apps
by opening an administrative session or having the service
run in the context of the local administrator account.
