I'm trying to set up a "new" out-of-the-box factory refurb
MN-700. (Hey, it was twenty bucks!) When I plug in the
power adapter, I don't get a power light. That's bad,
right? Despite this, the port lights work fine when I
connect one to my laptop. Of course, I can't ping or
connect to the MN-700 from IE6. Do I have a $20 4-port
hub disguised as a wireless base station?

Hi,

Have you tried doing a hard reset? Try pushing the reset button with a paper
clip and hold it for about 5-8 seconds. Then see if you get any orange or
green power lights.
If not then your MN-700 is probably not working, and you should try
exchanging it at your point of purchase.
