Potential dial tone differences

Does anyone know whether or not an AXE-10 could be putting out a
slightly different dial tone to DMS-100?

Today I have had difficulty testing a device with a built in modem. It
picks up dial tone on one service but on the other.

For the moment I am discounting any potential line voltage issues. The
same problem has been experienced when routing via a PBX. The same
service working the other not. I realise that the PABX is introducing
another dial tone element, but would like to park that for the moment
until the first scenario is tackled

In all cases the same extension was used.

Last time I looked, the spec for dial tone is 350Hz+440Hz, both with a 10%
tolerance. When doing PABX tones (over ten years ago) I found it easier to
generate 360+440, given that I already had 400Hz for NU/Busy (generate 40Hz
and multiply with 400Hz). It's possible that one or the other exchange does
the same thing.

Other possibilities are that the tone levels are incorrect, or that the
modem is too sensitive to the levels.
