Are you using Server 2003? If so, use the PPPoE interface in RRAS. If
not you will need to set up a demand-dial interface to act as your public
interface. Set up the demand-dial interface to create the connection (as you
would set up a dd interface to make a dialup connection through a modem).
The other alternative is to set up a dummy subnet between the DSL router
and the Windows server. eg
