Possible bad NIC

I am setting up a server, cant access the local net, cant ping anything by
IP within network, can only ping loopback address. Could it be anything
else besides a bad NIC? The sys reports it as being normal and
operational, but there is no activity on on.

Can other computers ping it? What's the IP address? How do you setup it? Or post the result of ipconfig /all here.

Just as suspected, it was at the data link layer. A new NIC got my server online.

This could be a whole slew of errors.
Have you tried changing cables? Do all LED's light up on the nic and
swtich? Maybe its a problem with the switch you're plugged into - try
changing ports. The switch could have static MAC entries or possibly be
using 802.1x authentication - see what happens when you enable that on the
interface. Do you have access to the switch?

Try turning off the firewall on that machine - see if you can get anything
after that (pending that the LEDs light up)
