Windows 2003 R2 Standard Dc Server Sp2

Using Windows Firewall
have entry under exceptions
Time 37 TCP port 37 over TCP

I issue this command
portqry -n server1 =e 37

responce
TCP port 37 (time service): NOT LISTENING

I have others that are
example
Kerberos TCP 88

portqry -n server1 -e 88

TCP port 88 (kerberos service) LISTENING

Does the service have to be active using the port for this to work?

How can I make sure that a port is open or not?

I am having issues with AD file replication and have hard coded ports 53211
53212 and 53213 in the registry and I want to make sure those ports are
opened. I added them to the Windows Firewall but the funtion is not working.
getting RPC endmapper errors

Any ideas or suggestions

Thanks

tom
