I need to set up W2003 server (no external router) so that I can use the
public IP address of the server with a specific port that will point to a
private IP address within the internal network. This would allow us to
access a program that uses a web interface by entering say
111.111.111.111:5200 being routed to 192.168.2.10.

Please be specific as possible.

Thanks.

Port forwarding in W2k/W2k3 is done through the NAT section of RRAS.
After you install RRAS and NAT you will find a special ports tab under NAT
in the MMC.

Thanks Bill. Can you suggest a step by step guild to accomplish the mapping
in my original message.

It's a GUI interface. You just type the IP address in the box!
