Port forward to public IP?

Anyone know of a way to port forward incoming TCP requests to a public
IP?

There is a freeware util called fpipe
http://www.foundstone.com/resources/proddesc/fpipe.htm

However its just an executable and not a "standard" or safe way to
implement important forwarding.

Surely Windows 2003 can do such a simple thing?

Windows 2003 server supports port forwarding, as did W2k server.

For 2003 the settings are in the RRAS console under NAT/Basic firewall .

I know that, my question was regarding *public* ip. The one under NAT
requires a private ip address as the destination.

eg, I want to port forward 127.0.0.0 port 25 (local smtp) to a remote
SMTP server.

AFAIK RAS cannot do this.
