PORT 80 Closed

Windows Server 2003 SE SPK2

I have been unable to determine why port 80 is closed.

Unable to telnet to port 80
NETSTAT commands show port 80 is not open or listening.

Uninstalled SCW.
Disabled Windows Firewall.
McAfee not blocking port, virus scan comes up clean.

I can network resources (i.e. file servers, web, print servers) from server,
no problem.

TIA for any help you can provide.

What is it you expect to be listening on port 80? If you type

telnet localhost 80

on the server itself, what happens?

Also, is this a problem that just started happening, or did it never work?
E.g., do you have IIS installed, and a website listening on 80?

Did you actually install something (like IIS) that actually makes use of
port 80?

IIS is not installed by default.
