Poor file browsing response via VPN

I have set up a CIPE VPN, between my notebook computer and firewall. I have
found that while file browsing from the notebook, using smb or nfs,
performance is extremely slow, while browing the notebook, from a computer
on my home lan is fast enough for a dial up connection. Using ftp or any
other TCP app from the notebook to home lan is also fine. Any idea what
might be causing the problem? Is their some issue with using UDP, when
going from a fast local lan (100 Mb/s) to a slow dial up connection?
Possibly lack of flow control?

I'm running RH 7.3 on both ends.
