The pop up that comes with the recent version of the Google toolbar is
very good, and quick and easy to create your black or white list.

You could try changing your web browser to Mozilla Firebird.

Norton Internet Security AND Opera browser - pop ups, annoying banners, and
spam simply do not exist anymore...

You don't need one - just get a decent browser like Opera. Opera can block
all popup except the ones you have requested.
You can also block psychedelically coloured animated gif adverts and flash
adverts too!

I would recommend Mozilla Firebird and Thunderbird email, both have
given me a huge difference on browsing and email options, I wont be
going back to IE. :-) one happy customer. http://www.mozilla.org
