I quickly glanced through the
http://prc-tools.sourceforge.net/install/BUILDING.html , and it seems to
indicate that what is being built is a cross-compiler gcc (that is,
gcc running on Linux/Intel, and produces code for Palm systems. This
is far from any default gcc build a Linux system might have: they tend
to only generate code for the current OS/architecture.

Just follow the instructions (and build the version of gcc listed in the
instructions, by the instructions). Or, if you're running a rpm-based
distribution, the prc-tools homepage seems to provide a link to a rpm,
also there is a version for Debian Linux, if you're running on a Debian
variant.
