There's no registry change needed on Windows 98.
The easiest way to set everything up is to run XP's Network Setup
Wizard on both computers:
XP ICS - Starting the Network Setup Wizard

If you can't use a floppy disk or an XP CD-ROM for the Wizard, you can
copy XP's Wizard file to a USB flash drive or CD-R and run it on
Windows 98:
C:\Windows\System32\Netsetup.exe
If you want to configure the network manually, assign IP addresses in
the same subnet, then make these settings in Control Panel | Network
on Windows 98:
1. Add these network components if they aren't already present:
TCP/IP protocol
Client for Microsoft Networks
File and Printer Sharing for Microsoft Networks
2. Remove these network components if they're present:
IPX/SPX protocol
NetBEUI protocol
Client for NetWare networks
3. Set the workgroup name to the same name as the Windows XP computer
uses (default for XP is MSHOME).
