When Windows gives itself a 169.x.x.x address it means that it hasn't
found a DHCP server. The packets from local port 137 to x.x.255.255:137
are Windows broadcasting to find SMB shares, but as it doesn't have the
correct IP address it won't find any on its subnet. ICS doesn't like
manual settings, so if you can it's best to get the DHCP working. Try
reinstalling all the networking on the desktop from scratch, and set the
tablet to use automatic setings. You might want to try third-party
routing/proxy software which can be a bit easier to tame. I like
Winroute Pro.
