Can we know the status of a remote server just by pinging to it's
URL/IP address

Define "status of a remote server".

If it blocks pings, you would not know if it is running or not.

If it does not block pings, and does reply to the ping, you know
system responds to pings.

You have no idea if the server's service (mail, httpd, NFS, web,,,,) is running.

what i mean by "status" is if remote server is active or not

"active" is pretty vague as well.

A ping reply will tell you that the server is online. If you don't
receive a reply, that does not necessarily mean it's offline, though.
Packet loss and response time might also indicate the general health
of the network between you and your server.
