physically locate an IP withing network

I have a local are net where I am trying to locate an IP that came up in an
IP collision with another machine in the DHCP range.
This one isnt in wins or dhcp. Somebody probably setup on their own. Is
there a way to physically locate?

Since it is "IP collision", you should know the IP. I am assuming you want to know the device, this search result may help,

System has detected IP conflict Event ID 4199 - "The system has detected a conflict for IP address" ... The system detected an address conflict for IP address 192.168.1.100 with the system ...

You could locate this "rogue" adress on your networking device?
First unplug the machine that has the conflict you know. Than try and
ping this adress; the rogue machine should answer. If it's in the same
subnet, an "arp -a" will give you it's MAC-adress. Look into your
networking device which port it is on. Then follow the cable and done!

I advise you to allways enable DHCP conflict detection. This will mark
the conflicting adress as not valid, so a conflict will not arise...
