Is there a way to set view only rights. I do not want a user to be able to
print, copy, cut a document just view it on their computer. The big one is
not allowing them to print.

Not in the way you probably mean, from the server via NTFS rights, no. From
a "simple" file server's point of view, you've just described several
different variations of "Read the document". Once a program has read it from
disk at the request of a user who has "read" rights a file server doesn't
have any influence over what applications do. Even if you get applications
that attempt to behave as desired, you can't guarantee that someone won't
bring in another program that isn't under control and which can also view
those files.

If you want to explain a bit more about what you are trying to achieve maybe
we can give you some ideas on what might do as a compromise.

Well we have a drive full of tax returns in *.pdf format and we do not want
the people with read permissions to be able to print the returns just VIEW
them. I was thinking there maybe a way to lock it down in Adobe with Adobe
writer to enable view only? Do you have any suggestions on this? We also
spoke of some sort of file monitoring software so we can monitor if someone
has tried to copy, print or alter the document in any way. Do you know of
any software that can do this?

Well I believe Adobe might have something for you but I don't know enough to
say for sure. From the server's point of view, it audit file reads, and
doesn't know whats done with a file after that point, so any further
software tricks you employ would need to be client side.
