Permissions issue win2k3 standard

I recently setup a new server as a domain controller and added another
server to the domain. I am going to be migrating and existing network to
the new domain name. However, I have hit a road block.

When I create a file share on the domain controller and add users to the
permissions list it acts fine. As soon as I try to access files from the
shared folder it tells me that I do not have permission to access these
files. I have logged in to the server as the domain admin as well as the
local admin and nothing will allow me to access the folder. I then
downloaded an update and saved the file to the desktop while logged in
as the domain administrator. When I tried to run the exe file it again
told me I don't have permission to access that file.

Any help is greatly appreciated. One other note, this is a child domain
that is connected to the parent domain via a VPN connection.
