perl cgi is broken when moving from 2K server to 2003 server

I have a set of perl cgi program running well on Windows 2K Server but
can't get them run on 2003 Server. The scenario is that one.cgi
invokes two.cgi by calling:
system("perl two.cgi > NUL");
If I don't redirect the output to NUL the system call will work. But I
do need to hide the debug messages for release build.

Anyone has any insight on this 2k3 problem? Thanks in advance.
