PDC Emulator does not register 1Bh in WINS

We transitioned the PDC Emulator role to a new domain controller about three
weeks ago. Since then, the Domain Master Browser [1Bh] record that pointed
to the old PDCE in WINS was tombstoned and scavenged out. The new PDCE has
not registered this record in WINS yet. Running nbtstat -n on this server
shows a conflict for that record. What's going on?

Manually delete the entries in WINS to that server and the old server.

Make sure the Server is actualy using the WINS Server in its TCP/IP Settings

Restart the Server, it will re-enter itself in the WINS database.
