PCMCIA not enabling nmbd daemon

I had my network all setup previously. I have Debian Woody installed on
a Toshiba Tecra 700ct. I am using a 3com nic. It was setup fine before
but I got a new hard drive and reinstalled and I can't remember what I
did to get it to work. Now the pcmcia is configured fine. I can ping
between my Laptop and my main box. And at boot smbd enables, but not
nmbd. Same when I remove then reinstall the nic. eth0 comes up and smbd
but not nmbd. if I open a terminal and type nmbd start then samba
connects (and I use Linneighborhood) and I can see the laptop and the
laptop can see the big box. Without it the laptop can still see the big
box but the big box can't see the laptop and also the laptop can't see
itself. What did I miss?
