pcmcia network card problems

After some software issues with a belkin fd57010 notebook
card, I did a hard drive format and reinstall of windows
98 se. After this all of the software issues were sorted,
but know the notebook does not see the network card, and
the cards power light does not come on. I have
reinstalled the drivers for the pcmcia slots and the
utility program that came with the card, but the pcmcia
slot is showing empty when the card is inserted. I have
looked inside the laptop and the connections seem ok. The
notebook is a Toshiba Tecra 510cdt, and I have taken the
card to the retailer for a check and he assures me that
it is working. Any help please !!!
