what PCI ADSL modem for PSTN lines should I buy for my Debian that would
work with Kernel 2.4.18?

I tried to find an adsl pci card, too.

I really suggest you get a pci network card and attach a ethernet
adsl modem.

No driver problems, easy to maintain, verbose leds on the modem
telling you if adsl is active, and probably cheaper.

Yep, second that, got my ADSL modem for free, a few years ago
while ordering DSL, Those LED come in pretty handy if there's a
problem, you can drill it down more easily. You only need some
cheapo PCI 10Mbit NIC, which costs virtually nothing, to connect.

I third that

With a seperate ethernet DLS modem, you can also, easily share the
connection by adding a router, should you need to in the future.

(Where can I buy an 10Mb NIC anyway? 100Mb ones are only £3/4 or so!
Economy of scale will make 10Mb ones more expensive

At least in the U.S., most 100Mb cards also handle 10Mb. Look for it
to say 10/100. Even the new 1Gb cards usually handle 10Mb:
10/100/1000.
