pchar patches for modern (and archaic) linuxes

pchar is a nice utility for hop-by-hop network performance analysis.

I've added patches for pchar to my network performance page that gets it
building on openSUSE 10.3. While not tested, I believe the patched
sources should still build on old linuxes as well.
