I have 2 PC's running windows 98. Both have ethernet ports.
I want to connect them directly to each other using a
crossover cable in order that I can use one to
access/control the other, much like how WebEx or PCAnywhere
functions. But with 2 PC's directly connected to each
other, will I need a third party application like
PCAnywhere to get this done? Or is there some functionality
built into Windows 98 that I can use to obtain this
configuration?

try something like tghtvnc or open vnc if you don't want to pay for the
remoter control software. windows 98 doesn't have anything like that
nativly.

If you have Windows 98 Second Edition, just use their Internet Connection
Sharing (ICS) function. Otherwise you will either need to upgrade to W98SE,
or buy a 3rd party program.

Netmeeting's remote desktop sharing will give you some of that sort of
control.
