Pay for what you use ?

Hmm..

How about this for an idea..

How about ISP's charging you for what you've actually downloaded..a
bit like how you get billed on GPRS mobile phones.

That way if your service was poor for a long period of time, or even
off the air, then the amount of data which you could effectively
download would be reduced..therefore you would pay them less.

You just pay for what you've received. ( I think that's how most other
services, ie gas, electricity and telephone works...only pay for what
you use)

Surely if they can tell how much someone is downloading in order to
throttle their service then they could implement a pay for what you
use service.

That would be fairer wouldn't it ?

Also folks who use the internet only a little would pay less, and
folks who constantly stream data all day long would pay more.

Jim how do you know they can tell how much anyone is downloading
have they shown customers proof that at the time of ALEGED excessive
downloading they where actually committing this crime ?.Personally I
am inclined to think that they are just plucking account numbers out
of a hat and cutting that accounts speed, never ever trust
virginmedia.

One ADSL ISP implemented such a scheme a little while ago now can't
think of the name and because customers where not going stupid and
downloading like crazy the ISP went out of business I think. Now you
would not like VM implement such a scheme and go out of business
because they where now prevented from ripping customers of would you
!! .

Why not signup with one of the many ISPs offering what you suggest.

It's because there are so many cloned boxes available for sale on ebay. The
ID numbers can only come from one source. VM just don't cut services when
two or three people are using the same details.

It's quality as well - if electricity is down to 200V it's unusable for
most things, but I could download 5G in a month on fast or slow connection
(within reason). If I have to wait twice as long for 5G I wouldn't want to
pay the same amount.

The infrastructure costs wheteher youuse it ornot.

In reality it probably costs a tenner a month just to have you 'on the
books' and another 5-20 depending on how much you use.

One suspects they would fill up with low volume users, and te heavy
users would go elsewhere..at the moment the heavy users are ripping the
users who don't essentially.

The biggest problem is setting up the metering and billing systems..

This is easy. Most decent ISPs allow you to see what your usage has been.

For that read "what they decide your usage has been" which may or may not
be the same as what it actually was.

I seem to remember a thread about Tiscali reminding all
their customers about their Fair Useage Policy, and
alleging they were making excessive downloads, when
they weren't.

As I was looking for an ISP at the time, it put me off
Tiscali, which a neighbour was using and had
recommended.

My neighbour has Tiscali. For the £12.99 it costs him, it suits him quite well
as he's not an intensive user. It's very much horses for courses.
