password policy and programmatic user creation

I have a script that creates users and sets passwords. This is fine.
What is NOT fine is that I have had to undefine the password length and
complexity policies, because the user is created without one using the
method I am calling (NetUserAdd via the Win32API::Net package in
ActivePerl 5.6).

I would love to have the policy back on, particularly since the people
who scan for holes will spank me if I don't. Does anyone know how to
make this happen?

Which OS, and is it a DC, or workgroup?

2000 AS, and it is a DC.
