"The Password is longer..." message

We were looking into having the required password length at greater
than 14 characters; however, when we do so, and the end user changes
their password, they receive the following message:

The Password is longer than older versions of Windows; such as
Windows 98 or Windows 95, can use.

All of our clients are Windows XP. Our servers are Windows 2000
(native mode). This is an unneeded prompt, which would confuse the
end user. Is there a way to remove this, since all of our
workstations are Windows XP?
