Password changing

I am trying to fine tune my network since we upgraded our
WinNT4SP6 server to Windows 2003 Server. The client pcs
are a mix of Win98, Win98Sec, XP Pro and Win2000. The XP
and Win2000 pcs are ok. The Win98 stations are not
allowing password changes. Can anyone help. Error
is 'Access denied" or No domain controller available for --
--------.
