Parental Controls - Closing open ports

Using the broadband network utility, I have time parameters set on all ports
(TCP & UDP 1-65535) to not allow late night access. However, if AOL AIM has
an open client, the port does not get closed unless the user signs off. Once
signed off, they cannot reconnect. This hole allows children to stay
connected indefinitely. Is there any way to force the port closed through
the network utility?
