Thanks ! But i guess tcp_fin_timeout decides the amount of time spent
in FIN_WAIT_2 state before timing out waiting for a final FIN.

I guess the parameter am looking for is tcp_tw_recycle . But again I
am at loss as to figure how it relates to interval of time spent in
TIME_WAIT state .
