I have linked several PCs for internet sharing via a switch and a
router.Sometimes when user are sufting web pages, it will come across
"page not found" error. Is this network or internet problem and how to
check if the network is fine ? Thanks

Page not found usually means the page is not available or your service is
not available. However if you can surf else where w/o problems that it's
that particular site with the problem.
