page cannot be displayed Please Help

I have a Windows ME machine.
with 192 K RAM and 750 MHZ

1 . I cannot open notepad documents on my desktop. The message says
Windows cannot find Notepad.exe

2. I cannot open Outlook Express
The error message says:
Msismn has caused an error in COMCTL32.DLL
Msimn will now close.

I tried opening System Restore, but it would not open up.

Control panel won't show icons in the page too.

It won't connect to Internet. Says
"page cannot be displayed"

Can anyone help me.

Pls. bear in mind I have used PCs for a long time but know nothing
about a PC technically.
