Outlook Express And LAN

I can connect through ICS with a computer that uses a
satellite dish.
I can connect Internet Explorer.
A month ago I could connect Outlook Express.
Now I cannot connect Outlook Express through the dish.
I can connect OE through dial up.
Does anyone have any ideas?
