Outlook Continually prompts for Username and Password using VPN

I have setup a VPN in which clients must supply the domain name along with
their username and password...I am using this to allow remote users to
connect with Outlook 2003 (into Exchange 2003) in cache mode. Users are able
to connect fine into the VPN but they are continually prompted to enter their
network login information while the Outlook folders are being updated. If you
select cancel Outlook goes into Offline mode.. Is there a setting in Outlook
that I am missing that would cause this problem?

Users can connect with Outlook Web Access through the VPN with no problems.

In the properties of the mailbox....in Outlook 2003 click more settings and
the click the security tab...clear the checkbox "Always prompt for user name
and password"
