Outbound Modem Pooling in Standard Server 2003 (Second attempt)

Isnt there an MVP out there equal to this task??

Apparently in Win 2000 Small Business Server there used to exist a Modem
Sharing Service....apparently it has been removed from 2003 SBS.

I would like to find out if anyone knows if Modem Sharing is available by
any means in a Win 2003 Server Enviroment (either Standard, Enterprise or
Datacentre)

The objective is to Setup a 2003 Server with Terminal Services and allow
about 15 Users to share two modems on this terminal services Server for
various outbound modem related tasks. Including dialing in to other
affiliated organisations.

Does anyone have any advise or comments on setting this kind of environment
up?

Note: I already have Broadband access to the internet so Internet Sharing is
not the issue here...
