Is there away to block outbound traffic on a specific interface on a server?

Nic 1 internal
Nic 2 external

On the server locally for nic 1 I want to enable outbound 80,3389 and drop
all other ports.
Is that possible? Please not its outbound not inbound.

Sure. assuming you have enable NAT, right-click on the nic 1, select properties.then outbound filters.
