Other than POP3 & SMTP, Windows email works just fine

Mail send to my windows 2003 SP1 system running email services returns with
the following message:

Connected to 63.163.109.231 but connection died. (#4.4.2) I'm not going to
try again; this message has been in the queue too long.

SMTP works for the first account I set up, but subsequent mailboxes SEEM to
send, show up in "sent items" folder, but never reach their destination.

This is a fresh installation of Windows 2003 Server, so I have to wonder, is
this one of those Microsoft features that is never intended to actually be
used?
