I wish to make a complaint against Tiscali to Otelo but am having trouble
finding their complaint form online. Can anyone tell me where to find it or
if they have a copy email it to my thowaway account here?

You have already been told a number of times in different newsgroups.
You need to follow the complaint procedure of the ISP *FIRST*, then
contact www.ispa.org.uk and follow *THEIR* procedure.
Now stop moaning about it.
