At a guess that'll mean you can plug in a dialup modem to a wall socket
(using whatever random local phone connector they happen to use, not
necessarily an RJ11), and then you'll pay the hotel's normal phone call
rates. Unless you can find a Spanish ISP they'll probably be eyewateringly
expensive, otherwise they'll just be plain expensive.
If wifi is going to be too expensive, an unlocked 3G phone or dongle plus a
local SIM is probably the best answer:
