I've been checking a whois on a website and noticed this;

Domain status:
clientTransferProhibited
clientUpdateProhibited

Anyone know what this could mean?

The domain is locked, a protection against the details being changed or
the domain be transfered to another provider without it first being
unlocked.

Who locked it?
The domain provider or the person who owns the domain?
