Orange slow

Orange has had a reduced speed for some time now. Indeed, my contact at
Orange has told me that they are not taking any reports of slow speed as
they are working on the problem.

Any ideas what the problem is, why it is so wide-scale, what may be the
solution and (all important) when it may be resolved?
