Could someone tell me if this is a 'normal' termination?

I am trying to set up a VPN connection using openvpn and the client keeps
resetting the connection.

Nov 8 18:24:15 selene ovpn-server[20652]: client:4595
Connection reset, restarting [0]

SIGUSR1[soft,connection-reset] received, client-instance restarting

tcpdump on the server end tells me
