This looks strange
Are you /certain/ that your dh1024.pem file is found in path
/etc/openvpn/openvpn/keys
?
It looks like you either have an extra level of directory structure, or
a typo in that path. I would have expected the path to be
/etc/openvpn/keys

Nope. And I just finished installing OpenVPN (from source) not 30
minutes ago

Any idea what changed between the first and second runs? Did you edit
the config file any? gen new keys? anything?

FWIW, My OpenVPN install has paths
/etc/openvpn
and
/etc/openvpn/keys
Check - see what is in /etc/openvpn
If you don't have a directory there called openvpn (with a subdirectory
called keys), then your config file got bollixed up somehow to make the
path to the keys invalid.
