Ports don't "self-exist". They are only "imaginary".
They are only an address number just like an IP# is an address number.
A port is "born" when an Application that listens on that port is
executed,...just like an IP# is "born" when a network interface configured
of a particular IP# is activated/enabled.
An IP# (a Layer3 address) indentifies a Machine (the interface in
particular)
A Port# (a Layer4 address) identifies an Application
The two of them combined together are called a "Socket",...if either one
goes away, the Socket dies.
You "create" port 20 & 21 by enabling an FTP Server on the machine,...such
as the one included in IIS.
