Open source RTP software with documents

Hi, everyone

Would you explain me why RTP is used when video is transferred over IP
instread of using only UDP
and is there a simple open source RTP server and client program with
documents that explain the APIs?

You really never see anything use a "raw" protocol like tcp or udp --
you always see a protocol built on top of those, which the
applications use to communicate. tcp and udp are transport layer,
while the application uses an application layer on top of that.
