I am looking for a free implementation of the Packeteer product,
specifically the WAN compression/"expander". Anyone know if such a
beast exists for Linux?

I don't know of one, but if all else fails, you may want to consider
using OpenVPN to route all your WAN traffic. It provides compression
(when the traffic stream allows).

Yes. I am not fully up to speed on what Packeteer does, but our
Network Team is interested in any alternatives from the open source
world.

Linux has a traffic shaping feature. you wont get the pretty build-in
GUI that comes with the Packeteer product but can do some decent
shaping. dont know about compression as a traffic shaper (or bridge)
shouldnt really need to compress, it should just adjust the window size
or packet rate.

check out http://www.knowplace.org/shaper/ or any iproute2 doco.
