One Win 98 Machine no Longer goes on my LAN - How to fix?

About six weeks ago I resurrected an older Windows 98 Machine and did
not have much difficulty getting it to participate on my Local network
within the home.

Yesterday, it refused to recognize the other computers and I am not
aware of any changes other than I had to reconfigure one of my Windows
XP machines and this may have resulted in a change to the Network.

I have noticed that when I go into Network Neighborhood things are
fairly sluggish. After the passage of a significant amount of time
it does show me the name of the Workgroup and it shows me the name of
itself on the network. Later it will display the names of one or two
other computers as well but is not consistent. If I click on those
names I am told that it unable to access the network and specifically
cannot find those named computers.

Later today I began to see it present a diagnostic to the effect that
there was a conflict in IP addressing with one of the other computers.
It told me that the IP in question was 192.168.1.103 and it gave the
MAC address as a particular value.

I went downstairs and used the desktop to look at the information from
my Linksys gateway router. I went to get the table that Linksys
maintains which shows the computer assignments and associated MAC
addresses. I notice that the address that this Windows 98 computer
which will not network is complaining about is unassigned at present.
I do believe that it had been used but I have reset the Linksys in an
effort to get a fresh start on things.

The table from the Linksys router is showing four computers but will
not pick up info from the Windows 98 machine which is located
upstairs. That Windows 98 machine is working on the Internet
wirelessly just fine but I cannot get it to network. I have tried to
resurrect the login that Steve had told me to use several years ago
but have not had any luck. I must have forgotten something crucial
as I had that computer networking just fine and when I brought it back
to life it again worked until a day or so ago. It may have gotten
into trouble when I put the laptop computer back on-line with all
newly installed software as I had to replace its Hard Drive.
However, its MAC address did not change in that process I am sure.

The IP address assignments for the computers which are active are:
HowardNew 192.168.1.100
D8W3NS11 192.168.1.101
howard-nb-disk1 192.168.1.102
D5XVCX11 192.168.1.104

Notice that 103 is not assigned. The wayword PC running Windows 98SE
is complaining of a conflict with 103 and listing a MAC address that
is now assigned to 102 as I recall. The name of the Windows 98
machine is COMP and it never shows up in the data on the other
computers but it used to do so. The name of the local network is
MSHOME and in use by all computers.

Anyone have any suggestions. I thought I understood this networking
stuff but this has been a humbling experience. One day I will
upgrade all machines to Windows XP and maybe that will make things
easier as I hardly have any material to read on Window 98 anymore.
