Tried 2 different networks having both W98 and XP
stations always using MSHOME workgroup. One unit that
has 60 missing Microsoft updates, can't see any other
computers and none of them can see it either. I can't
find anything that looks like a firewall on it. Can you
steer me to a trouble-shooting checklist or something?

It's fixed, finally. The cable connection inside the NIC
was faulty.

I had a similar problem. Turned out I had NetBEUI as the
network protocol for the Windows 98, Windows ME and
Windows 2000 computers, and Windows XP doesn't support
NetBEUI. I deleted NetBEUI from the Windows 98 and
Windows ME Computers and I could immediately see them on
the Windows XP computer.
